What is wrong with using this system to perhaps catch murderers or track fleeing suspects? What is the government going to do, watch me buy groceries?

You should watch Secret History Of Hacking ( /watch?v=5cecky3pvxc ). I know it's 50 minutes long but it might interest you and gives you some ideas on why. But a short but probably incomplete answer would be for practice and/or just to prove that they can do it.

Ok, I understand companies hiring someone to hack their system to find security flaws. But hacking a network or server at random isn't providing a service. At that point you're just dicking around. If for example I was found picking the lock of a building on my schools campus for example, they would probably hit me with trespassing or breaking and entering right? Why should someone try to break security of a system unless they are dutifully employed by the organization?

Jeff86ing, you are right, but I presume they are only useful if they fly high enough that you don't know you're being tracked. That's probably why the video mentioned "6 inch resolution."

It's to find out security flaws and help figure out a solution to fix them. Many companies even hire people to do this. If you do not know that there is a security flaw in your program and/or hardware, then you do not know that it needs to be fixed.
