The centers were "originally" constructed to house "inmate" civillian populations for the least dangerous criminals to be housed and work outside the regular prison system. This version of the H1N1 flu epidemic was just a little test. Take a look at the SPP (which is illegal & unconstitutional btw) and how it states that Canadian Armed Forces can enter the US & US Army can enter Canada to control each others citizens in the event of civil unrest.
