skyrim is broken 2 of 2

I had just escaped windhelm for the achievement and the jarl was chasing me around the bridge. He shouted me off the bridge and i fell down into the river; and when I got out of the river this happened. I could shout in the beginning but when i swam to the wolves and attempted to shout fire breath, pressing RB did nothing ingame. I was ubable to use any spell or weapon as demonstrated.

I know the sound and video quality are horrible, you should probably mute it.

I am uploading this purely for sharing this error, I don't know if it can be reproduced. I do not own Bethesda or the rights to skyrim, all rights reserved to Bethesda or any other development teams for the production.

Thanks for making such a great game even though it does have its akward moments like this.
