Were do type in in cheats? When I do it during gameplay it just brings up the hotkey for that letter.

Can anyone help me? everytime i strt the game and then i tryed to start a free build on dover and then after i start it the outpost fades away and i cannot click on it and another problem is on other maps the barbarians dont show up
