Shion is a guy, officially stated by SNK.
Shion makes his first appearance in The King of Fighters XI as a sub-boss. He was conceptually designed to be one of Ron's daughters though developers decided to change his gender (maybe) to startle and appeal to fans with his androgynous appearance.

@KoopaKoot You know the whole controversy with Poison? Same thing with Shion. Canonically a girl, changed to a dude due to the dudes getting bitchy they were getting beat by a scary chickypoo.
