I understand the government raises money by selling bonds (gilts) on the open market. What you are saying is that individual corporations are sold as bonds. Is this the case? E.g. Is County court being packaged up and sold on the open market with the revenue stream (fines) diverted to the investors????surely that can't be true do you have evidence?

No. The courts operate as a PRIVATE business interest enforcing the payment of fines, which are then forwarded to the investors. The courts simply act as middlemen in the transaction.
