The process of Implementing policies and programs is hindered when an accurate depiction of what characterizes the most pressing needs is not available. Community Based Poverty Monitoring Systems (CBMS) presents a solution to this by generating data at the local level, to better inform policy makers in their decision making. Community members at the lowest level of governance, the barangay, collect and collate data and use it to best prioritize the funds they are allocated from the state to undertake development activities. This piece illustrates this process.

  • FAMILY PLANNING IS THE ANSWER!!!

  • A LAME REASON of poor families to say it's good to have more children coz MAYBE one or couple of them will be a successful someday and become a PROVIDER of the ENTIRE FAMILY. FAMILY PLANNING should be strictly taught but authorities/church think it's their choice. The SIZE of the territory is STEADY but INHABITANTS EXPAND RAPIDLY--the result is the INCREASING price of LAND, limited FARM lands, INFLATION of COMMODITIES, DETERIORATON of living condition, INSUFICIENT JOBS and WIDESPREAD TENSIONS.

  • that's my same view before. but we must see also that these poor people were also victims of "powerful elite" who are taking advantage and continually disempowering them.

    poverty now in Philippines is intergenerational. because the poor cannot afford to go to school, of course this will also lead to them being jobless. and the chain goes on...

    i think they themselves don't want to be poor, who wants it right? i hope you'll be aware of the deeper truth of poverty in our country.

  • no matter what i have compassion for the poor and i pray government and "kind hearted" weathy individuals build programs to teach people how to get out of poverty. It is the right thing to do. and it is easy for someone not in this position to criticize. show u lack heart. poverty can stike anyone at anytime so please dont judge....god doesnt like ugly. PEACE

  • Poverty is not a disease, it is a choice. You pop out five kids at a young age and with limited resources, deal with your own stupidity. helping them will just help imbeciles breed.

  • ok comeback home soon and help the poor, maybe u can established such community based let us be thankful, pasalamat nalang tayo na we have a better opprotunity than them and for that maybe we can help them a little bit, but sometimes, naging ganyan din sila it is because masyado tamad, nagsusugal lang, well not all of them, and i am not criticizing them, based on sa nakikita ko ha...God bless and ingat lagi...

  • Not everyone is as smart as your mom. I grew up with maids in Manila, went to private school. I used just ignore that rampant poverty in the philippines, just looking at it from the window or our car. But after living in the States for many years and coming back for the first time I could not take it! para akong sinasampal everytime a street kid asked for "limos", Why do they have to live like that? I was lucky, that's the only difference between us.I'll live there again when I finish my masters

  • to let u know my parents were also uneducated and they were only poor farmers, but i ask my mother bakit 3 lang kami? my mother replied sa hirap ng buhay manganak pa ako ng higit pa sa tatlo? hindi pwede yun, my mother was really into family planning despite of her uneducatedness, and i am not criticizing them, i am sad for them...
