You know, DBZ was supposed to end after Goku killed Frieza, but the money hungry powers that be wanted more cash from the series, so they made the author add more story, hence Cell and Buu.

he doesnt have the cell theme in this song. he was a featured guest on a handsome boy modeling school song and someone took his part and put it over the cell theme

Mike Shinoda and Linkin PArk always liked anime, take alook at there CD covers and some of there videos, it's not surprising that they used some music from it to make a song, besides most rappers don't use original beats, mike usually does and has original lyrics if nothing else.
