If Burton wanted an outcast, he should have gotten Waylon Jones/Killer Croc. That guy has a better tragic story then Penguin. Being born with a reptile skin disorder and raised by a cruel alcoholic Aunt who tormented him. While still an adolescent, his aunt abused him and bullied him by calling him names like "lizardboy" and "a reptilian freak". That's something Burton can relate to an emotional connection and empathized with the loneliness.
@MultiHollywoodYoutub ..that's the problem with Nolan i think. it was just a lucky fluke (on heath ledgers part)that Dark knight made that much money. everyone HAD to see that movie after the news of his death. but Batman was one of the highest grossing films of the 80's (next to E.T and Star Wars). Tim was a beginner, and in his prime, he had his image of batman from Miller and brought it to life. if it weren't for Batman, Dark knight wouldn't have happened.
