Theoretically, all skeletons have infinity I bows, and now they drop those bows (latest snapshot), but the bows do not have this enchantment.... JEB FIX YOUR GAME!

Power 5 does have the capability to 1 hit any mob, since the damage increase is a range- It seems to be similar to a sharpness sword where it has the capability to do a certain amount of damage, but doesn't always deal it.
