Also, when did Fannie and Freddie become government sponsored entities? All of US banks aside from the reserve are completely private, and the reserve is actually private but with government involvement.

What Biden meant was that if you benefit more from America, you put more into America. To him, thats patriotic. But honestly, using the word patriotic is a political term to get people reacting emotionally to the statement.
