It's Skynet. Desert Canyon Heat and Air warehouse has nothing to do with heating and air conditioning. And the nearby town is like a secret Skynet base. It's a front for secretly building prototype HK drones. It's one of the Kaliba Group's (front for Skynet, it's machines, and humans from the future who work for Skynet known as the "Greys" hence the gray uniforms on their hitmen) subsidiaries along with things like water and steel.
