John is telling people to confess their sins to God. He is the one we ultimately sin against. Even while sinning against people we sin against Him. And fellowship with Him is maintained for the believer by confessing, agreeing with God that what we did was a sin. Also when we do this, then God is faithful to forgive. See all believers sin, but not all want to admit their sin to God. Therefore their fellowship with him is hampered. The problem is with us not God. He is faithful to forgive.
