George Avila of Mission Hospital discusses California affordable housing laws and other issues surrounding the Capistrano Villas neighborhood in San Juan Capistrano during a forum on April 22, 2009. Some have said the area is overcrowded, maybe because of illegal immigration, but residents Gia Lugo and Jose Monroy said it was just poorly designed, without enough parking. The forum was held in the school gym at Mission San Juan Capistrano and sponsored by CREER and OCCO, the Orange County Congregation Community Organization.

The statute reads: Any alien who enters or attempts to enter the United States at any time or place other than as designated by immigration officers . . . shall, for the first commission of any such offense, be fined under title 18 or imprisoned not more than 6 months, or both.
