With a computer you can data mine the Internal Revenue Code. In minuets you can find out who is liable for the income tax. Just remember that all taxes imposed by the Code share 3 absolutes.
1.What is taxed is identified.
2.The amount of tax is given
3.Persons liable for the tax are clearly identified.

You really sound like you have no idea why we were there, I almost feel sorry for you. When did you get elected Mayor this is my city too. It almost sounds like you are just as frustrated as the rest of us, you are just channeling it differently. Sorry for ruining your day.
