I remember visiting the towers in my senior high school year in 1991. We went to new york city and got to ride up, it was fun, i was gonna throw a penny dwn, but the lady told me that it would kill someone

I don't remember. I think there was only one tower that they allowed you to go to the roof, so it was that one.
There was a gift shop on the top floor, and there were flags of all the nations in the lobby.

It means that you can go up from the top floor, onto the roof.
