tapping under your chin is NOT synonum for "piada" (joke). It means PAPO FURADO.
For english speakers
PAPO - is that area under the chin, below the mouth
FURADO - pierced, with a hole
Papo is also slang for "chat, talk".
Papo Furado means: idle talk, bullshit, foolish talk (depends on context).
The gesture thus demonstrates the literal meaning for the slang.
