Probably because football has so many more viewers. It also has a target market to appeal to, and will recieve a significant amount of money from beer and betting adverts etc than they will get from advertisers for The Bill.
Besides, Football > The Bill :)

What annoys me is that The Bill is one of the longest running programmes on ITV, and that doesn't seem to matter to ITV about priority.
Why should Football have priority over one of the longest running programmes on the channel!?
It's always either Football or some other S#@! they take it off for. It annoys me to hell.
