your balloon did not pop because the heat was not enough to either burn the balloon, melt it, or make it too weak to sustain pressure due to the fact that the lighter's heat is absorbed by the water and evenly distributed
However, hold a lighter up to it for long enough, or use a more powerful lighter such as a jet lighter and the balloon will either pop, or produce a hole in which water will flow from slowly, due to the more extreme amounts of heat

420FPS, and notice how that the scissors actually had to SNIP the balloon, instead of the sharp blades popping it (meaning the blades had to close on each other at the point of contact with the balloon)...
