I found out that stealing is mostly a matter of saving/reloading in Fallout 1. Especially if you're trying to steal several items in one go. Even if you max your steal skill and luck attribute, in most cases you're going to get caught. Or maybe I'm just too greedy.

@nitaadrian44 stealing can be tricky, but if you are successfully in stealth mode its usually not too difficult.
