@ZankuroMinazuki Yeah the cars you can use are Phoenix, bootlegger, or hammerhead. I cheated a (well a lot) buy using the cheat to spawn a phoenix. It's either getphoenix or givephoenix. That will spawn a new addition to your garage. Then off you go :)

@PinkFloydFan74 I'm having the same problem! I've taken everything I can possibly think of to that gas station and the guy never comes out! I've tried fully upgraded vehicles and anything I can jack nearby and nothing seems to count as a muscle car for him. Have you figured it out since a week ago? I've tried that assassination six times to no avail so far.
