Gov. Jerry Brown delivered his State of the State Speech on Jan. 18, 2012. This is Part 1. Go to Part 2 for conclusion. The Calchannel version of the speech doesn't work very well and the version on the governor's website may not be preserved. The speech is posted in two parts to comply with YouTube time limits. The speech involved the governor's proposals for temporary tax increases to appear on the ballot by initiative, construction of a high-speed rail system, school testing, public pensions, and "realignment" (shift of state prisoners to county jails) among other topics. The 2012-13 budget message was delivered earlier. If the tax initiative is not passed, additional "trigger" budget cuts are planned.
