Are those swarm cells? They look to be at the lower end of the drawn comb. Any idea why they were making queens?

Usually, we think of these as swarm cells because they are low on the frame and there are many of them. Supersedure cells are usually higher up and often only one, not several. But this is from a mating box, so they are just wanting a queen and often make several just for insurance.
