At 29 miles, the plan will cost a whopping $36 million per mile. Comparable cities are building commuter rail systems for $2 - $5 million per mile.

Just take a look at the Portland Streetcar for a way of handling Jacksonville's downtown needs along with the "S" right of way.
The Portland Streetcar passes within feet of dining tables at several places along the route for comfortable dining with out the noise and pollution of busses.
