In the wake of March's devastating tsunami and the shut down of numerous nuclear power plants over safety concerns, Japan is trying to use less electricity. This has resulted in a surge in demand for "kuchofuku", or "air-conditioned" clothing, according to the manufacturers. The clothing has built-in fans to regulate the temperature of the air closest to the wearer's skin.

Not sure how well this would work with just a fan in there, perhaps it should have an actual air conditioner in a back pack. It wouldn't have to be very large since it only has to cool down a small area, though I'm sure the hot air blowing out the back would make other people's lives unpleasant unless they had air conditioned suits too.
