He'll always be a bigger name because of the impact of his early work. His themes defined an era of American cinema. For my money Zimmer has the lighter touch. Compare this to the new ending theme Williams did for Return of the Jedi using similar instrumentation. Zimmer's is just more subtle and compelling.
Which isn't to knock John Williams. He's a giant. I love his work dearly.
