It's Friday, July 24, 2009, and Pennsylvania is still without a budget. It was due to be implemented on July 1. Central Pennsylvania's abc27 news reporter Dennis Owens had a good take on the issue, and tried to present the idea of budget compromise in elementary terms. The republican controlled Senate wants a $27 billion budget, and the democratic controlled House wants a $29 billion budget. Where is the middle ground? $28 billion! You guessed it!
