I have the same problem (rav4 2.0 D4D). Changing fuel filter is useless, noise still stays. I`ve changed SCV valves, but still noise stays. Any solutions?

the sound come from the fuel filter which is too dirty, just change it the noice will be gone, try different brand fuel filter.

The sound could come from that brake fluid pump that time to time pressurizes fluid for usage in Abs-system .
