Actually, he's not decreasing taxes for the lowest percent. His tax plan is to dramatically raise taxes for those making more than 250k per year. For the rest of the country there won't be a tax raise.
The real issue is that the majority of people making 250k a year are small business owners. But it's not just the taxes, he has other policies that also effect small businesses negatively.
The "marxism" comes form his uses of the phrase "Distribute the wealth".
