This is done with pumping water with bubbles upward between two panes of glass or acrylic. Water might flow down the outside of "front" pane, but the bubbles flowing upward between them is what makes it look like it's flowing upward.

Maybe he could just turn the camera upside down on his hand?

@otters72 ehh if you look in the top right corner you see the sunroof openings and the tops of trees so I would expect that this is the real thing and it would require a strong pump to do so.
