Also I really believe that Riker and Troi was basically manipulating the situation and planning for Worf's death there at the beginning by taking advantage of his naivety. When Troi said "maybe it's time to let him know that some behaviour is unacceptable to us". She's basically trying to get Worf killed their. . Setting up the poker game and then both Riker and Troi refused to bet on the game knowing the consequences whilst Worf falled into the trap.
