The FED is mostly private and their independence important as it is supposed to keep them out of the political spectrum. The FED is supposed to keep interest rates and price stability relative to the market and they do not, especially during elections. No politician wants the recession on there watch so rather than take our medicine or raise interest rates when called for by free market forces they do not. Then things go wrong and they blame it on capitalism when crony corporatism is the issue.

As far as conspiracies you are simply not familiar with Ron Pauls views, but seem to be more familiar with the views of some of his followers. For example if you read Ron Pauls last book END THE FED, he will be the first to say that he does not think it was created for world domination, but that it is not in the interest of the people. Central banking around the globe has evolved over history and they act in there best interest. If they did not, why are they so reluctant to open their books?
