As for the racial caricatures... in the 1970s there were some people in the counterculture using them in an ironic way to parody racism rather than with racist intent, because the caricatures seemed too ridiculous to be taken seriously. The underground comix of R. Crumb did this, for instance. It's perhaps analogous to how Duke Nukem is an over-the-top misogynist to parody misogyny. I'm sure this sort of ironic use is what Cheech and Chong had in mind. It just looks wrong through today's lens.

@AmazingTangy -- you're still a bit off, I'm afraid. ;) Cheech is Mexican, but Chong is half-white, half-Chinese. (I realize this doesn't actually address your point; I'm about to make a separate comment that does, though.)
