They are building a rail system atm which should be completed in 2014 - that's phase 1. Of course, if the south had not fallen to the dirty commies, Saigon could right now be on par with Seoul.

Vietnamese population are 87 millions and they have 34 million motobikes + 1.8 million car only.That is why it looks like this. Imagine, If they can change 34 million motobike to 6-7 million car, the city would be ok.... spend 3 thousand for bike is better 25 thousand for car...Infrastructure and economic make people use it.
