Of course you can't. But the phrase "run exchange" generally means the device is compatible with Exchange. It's a social expession, not a litteral one.
That's just a silly statement, why would you run an Exchange Server on a phone.

This is what worked for us. You need to grant access to ActiveSync for any IP address.
-ISS > WebSites > Default Website > Microsoft Server ActiveSync -Right Click > Properties -Directory Restrictions Tab -Edit IP address and Domain Restrictions -Grant access -Apply
Finally got it to work after 4 weeks of pain and frustration.
