is it just me or does the barrel seem to be spinning off center?

If your looking at the outside of the barrel past the tennon it likely is off center, every barrel Ive ever came across has at least .020 or so runout on the outside diameter when dialed in off the bore or set between centers using the bore.

The outside diameter of a barrel can have quite a bit of run and its pretty normal to see. Barrels are dialed in with the inside diameter of the bore or set up between centers of the bore like in this situation. As long as the bore, the threaded tennon and the chamber are running true the outside of the barrel doesnt really matter

Thanks for posting the video. Only suggestion would be don't hold the barrel in the steady over the threads. Support it in the steady rest just past the threads on the shoulder.

@TheManFromAlaska I put the steady on the threads as the threads are cut concentric to the bore.....The outside of the barrel could be off by .050 (Ive seen). I guess you could true up a section in front of the tenon and put your steady rest there

I had always head its a bad idea to ream a chamber under power and it was best left to being done by hand? your thoughts?

@jeep4x4greg I once heard that that the old tymers did it by hand...So I asked an od tymer and he told me it would take a week to do one chamber and your hands would be too sore to do it on a regular basis
