@kimmodude Brock can't be a victim, Brock has muscles (i've seen him shirtless and in his bathing suit). Why not pick Misty and Ash up and walk them inside. Brock might be either grumpy or he's just worried about Ash and Misty getting sick for not wearing their snow suits and he wants them to put them on.

I think Brock has a reason, I think he's really trying to say "It's cold and your not wearing the proper clothing so let's go inside and change or you two would get sick". "Could we continue this discussion inside? Where it's warm?" Yes, when Brock said it he's saying "Let's put on your snow suits" without even saying it. Ok, what Misty and Ash did was not nice (dump snow down Brock's back). They coulda came in and changed then came back out.
