if you learn a "plan" on one character are you able to use that plan with the blacksmith on another character or do you need to find the same plan on that character?

@OliverWilliamDK In this video the things used like 5-7 of the mats to make and only gave 1 of each back, so unless my monitor is lying to me, yes, you do lose mats when you craft things
