to start programming microcontrollers the best ones are PIC micros, because they are very simples and, for example, PIC18 family can be programmed in C, using the MPLAB IDE from Microchip.
About the best PC, I prefer to use a Windows running PC, because the MPLAB software runs over Windows.

All robot`s parts are homemade from the main controller circuits to the legs and body mechanical parts.
