In "Legacy" he played two different characters in one scene. He is standing behind the rest of the away team when they return to the Enterprise, and after the camera view changes, he's standing right in front of the camera with no makeup and taking orders from the Coalition leader.
I think you are confusing him with actor Christopher Michael who played a Coalition Lieutentant and is also African American. Michael Dorn was not listed on any production materials as playing two roles or playing in that episode in and out of his Worf makeup. Something like that would not go uncommented on in the Star Trek community. The only Star Trek episodes he was in without his klingon make up I could find were "Homeward" and in DS9's "Far Beyond The Stars".
