chavez it is a dictator he keeps overwriting the constitution to be in power and to do whatever he thinks is right also really educated and intelligent, leader of the bolivar revolution he is not quite a Che Guevara but he takes no crap from foreign policies i guess he could be a little more sensitive and perspective because he is for sure no diplomat
