If you are using Microsoft Office, Outlook should be one of the programs listed in Start / All Programs / Microsoft Office. If it is not there you may need to reinstall your Office programs. Outlook is one of the Office programs. I don't remember for sure if you have the option of installing or not installing Outlook but If there was that option maybe you missed it and just didn't install Outlook with your other Office programs.

Outlook is actually part of Microsoft Office. There should be a link to Outlook Express by going to Start / All Programs. Outlook Express I think is similar to Office Outlook but without all the bells and whistles of Outlook 2007 found in Office.
