What does experience have to do with torture?!
In world war 2, you could have been the most inexperienced person in Germany and still tortured people for the third reich.
It's a character issue; not an experience issue.

No one questions the abilities of Leon Panetta to conceptualize and administer in accordance with the compass given him by those who entrust him with the office. He proved this as a congressman, as director of the OMB, as chief of staff under Bill Clinton's first term and as a member of the Baker/Hamilton commission which presented the 911 report.
