The only way is to ask people if they can hear you. You can slowly increase the outgoing volume until someone responds. You have to ok the changes every time you change it but that's the only way I know of to find out.

I'm actually just outside of Shatt City in Nagrand.
Yes, that's probably due to being on a private server as they won't have voice chat enabled. If it's simply a Sound button then that means voice chat is not enabled on your server for whatever reason.

People don't read the other comments do you? It would be a good idea to check if anyone has posted your comment before and if a response has been give already. Please? No? Ok, it's a joke in reference to spider-man comic in which he is shrugging and it is captioned "How does I shot web?" I suppose it was too much for me to expect people to have a sense of humor. Ah well, my roommates and I enjoyed it and hopefully it helped some people. *Sigh*
