It is only one way from the area above The Steps (Pucker Hill - overlooking Telluride) down to the powerhouse on the cliff. Everything else is two-way. So you can go from highway 550 over the pass and descend through the upper valley and still turn around. You cannot go up past the powerhouse from Telluride.
