New Bedford Mass. Mayor Scott Lang Criticizes Catch Shares & NOAA Enforcement Abuse. Jane Lubchenco's NOAA Catch Shares Fisheries Management System has become a disaster for the local economy of the fishing communities along the NE coast. In addition, an Inspector General Report and report by an appointed Special Master's findings reveal that NOAA's Enforcement Division:
- Excessively fined fisherman and their support operations
- Entered premises without appropriate warrants
- Collected outsized fines and then mismanaged the funds
- Bought around 200 cars for a division that had only 180 employees
- Bought a luxury yacht for "fishing" by its own employees
- Shredded Documents DURING the Inspector General's investigation
- Recent audits show the NOAA's Asset Forfeiture Fund (where fisherman fines land) has over $45 million unaccounted
