The composer knows why he want to play their Suite "faster" 'cause he made it, haha! So, the "problem" it's that sure that a many people just heard for the first time the next versions, for example me, haha, and not this original, with the same Gustav Holst directing his creation! Keep in mind that instrument technology was very poor back then... String basses from 1926 were terribly made instruments, which is why Mahler used a string bass solo in his first symphony. He wanted it to sound terrible.
Secondly, these musicians are out of tune because the expectations of "good" musicianship were so much more relaxed in 1926. It was more a performer's job to play with a beautiful sound and phrase beautifully. Tuning was an afterthought.
I know they had to speed it up for the recording, but that is no excuse to be this out of tune. Some parts sound terrible, no offence to Holst though, op. 32 was amazing :D
