Maybe what Phil means in this song is that no matter how bad our situation is, there is always someone ,somewhere in worse shape then we are, and we should be happy for what we got.
Or perhaps he's referring to the fact that people who have homes, jobs, cars, normal lives, etc. are living in "paradise" compared to the homeless people we ignore everyday. He's urging us to "think twice" before ignoring the next homeless person asking you for help. This song doesn't have anything to do with drugs.

On the other side, he could be being ironic, saying that if we live in paradise, why are there others that are homeless.

Or Paradise is a metaphor for our better lives compared to those who have less than what we are used to. He's saying we're in paradise where people die and suffer, he's talking about the world.

But at a last analysis I think that music is about relativity. It's not about strictly one thing. The lyrics are about love and heartbreak for one person, but for another it can be of fond memories and the times of their lives.

A song's meaning is only for the listener and the writer. I can't tell you for fact what Phil is singing about, however, I could tell you what the song means to me. And another person can say something different.

this era saw phil doing a lot of hands on instrumental work on things other then drums. like his guitaring work on dance in the light, which he did a lot of guitaring on the album. lots of paino work on the serious tour and lots of little stripped down material like this.
