I use Photoshop but if you don't have Photoshop you can create hybrid (digital images on paper) project using just Word or just print paper from Windows/Mac computer. No need for a special software to open and print a digital paper for example... it's just like opening and printing any picture.
IF you do want a software, try out Gimp (gimp.org), sumopaint (sumopaint.com), pixlr (pixlr.com), splashup (splashup.com), or paint.net. They're all free and except for Gimp and Paint, they are Internet based so no need for you to install any software and you can do this from anywhere you have Internet access and a printer.
