The present rule is that as long as the ball is not touching you while you are above the table the ball is out. It used to be different; if the ball was out but, it touched the hand or racket of the opponent then you would get a point.

what if the ball is clearly out but somehow your blade touches the ball... i saw it happened a few times and it could be out of respect there is no penalty for it

If the ball hits your finger i think that is still considered part of the blade and in.

um thats because Wang Hao uses his wrist and puts sidespin on the ball. wang hao does that all the time. watch more of his games.
and let's say that it did hit his finger. thats still legal. if the ball hits any where from the wrist and up, it's legal.
